are electric cigarettes healthier as opposed to traditional ones?

i was just wondering if there are any decreased harmful effects because my mom is a smoker and i’m curious to see if it would be a good investment to buy her one. do you think that this is a healthier alternative than smoking regular cigarettes?

How do they make those "fake"/ electric cigarettes taste like real cigarettes?

I saw a commercial and it said those electric cigarrettes taste like real cigarrettes. How do they do that? Also, are they harmful by even just 1%?
